Westat, the nation’s leading statistical research organization, asked Frameweld to join as a partner in bidding on a US Department of Education grant to create an IDEA Data Center, whose goals are to provide training and technical assistance to states in the collection, reporting, and analysis of education data. The 5-year $32.5 million grant emphasized the importance of technology in the operation of the project, its goals, and for building the capacity of states to improve their use of data. Westat was awarded the grant in 2013.

Technology Leadership

Frameweld is providing technology leadership and execution on all aspects of the project. We work collaboratively with key stakeholders across all areas of the project, including the Director Team and managers of the Communications, Technical Assistance, and Tools & Products teams.

Year One

In the first year, we helped establish IDC’s brand, developed a public web presence, and created an online management system architected around the structure of the project. The management system is core to the operation of the project, supporting 85 staff distributed across the country. It includes collaborative tools for sharing resources, document authoring, workgroup areas, and much more.

TA Tracker

We created a TA Tracker to capture the technical assistance provided by IDC staff to State Departments of Education across the country. The TA Tracker was built to facilitate an easy-to-use workflow and accommodate the unique requirements of the project, for both targeted and intensive TA efforts. The TA Tracker includes analytical tools to generate detailed reports for internal use and external reporting.

Resource Library

We also introduced a specialized Resource Library to showcase IDC’s Tools and Products and other resources. Highlights include custom taxonomies, search and filter tools, and a publishing and approval workflow. View Resource Library

Year Two

In the second year we launched an online Learning Community for IDC, introducing social learning features to the website. Integrated with the Resource Library, the Learning Community supports multiple threaded discussions and Q&A around specific resources. Users can also initiate discussions based on topic areas, subscribe to pertinent topics and discussions, explore social bookmarking, and network with other members of the community. The Learning Community has grown to over 500 users, representing all 50 states and 10 US territories.

State Data Quality Profiles

We also launched the State Data Quality Profiles system which provides staff with an interactive tool for exploring and analyzing data quality metrics for IDEA Part B and Part C across several collections of data from the US Department of Education and other sources.

Public-facing Web & Mobile Tools

We developed public-facing web and mobile tools on specific IDEA topics including Discipline, Assessment, Early Childhood Education, and Legal Reporting. We achieved this working collaboratively with staff across IDC, helping to conceptualize and develop the tools.

Learning Community

The online Learning Community introduced social learning features to the website. B6 Reporting Tool

We created a mobile friendly app to help state clients classify students into nine categories for Indicator B6 reporting. A decision tree tool allows users to answer a series of three variable questions to determine the correct reporting category for a student. Contextual help, glossary items, and built in training scenarios make it a comprehensive training tool as well. View B6 Reporting Tool

Assessment Data Map

Through effective design and data visualization tools we empower users to scan through and better understand large amounts of state-level assessment data collected in Part B Indicator 3. An interactive choropleth map displays several data elements across states, allowing users to analyze states and identify trends.
